December 2 is the deadline for offering contracts to arbitration eligible players, commonly known as tender or not tender.  Bucs Dugout did a rundown of Pirates eligibles in mid-October.

Some tenure decisions are easy, others not so easy.  Bucs Dugout breaks then down:

Likely tenders (salaries via Cot's)
Neil Walker (third time of four), $5.75 million
Mark Melancon (second time of three), $2.595 million
Pedro Alvarez (second time of three), $4.25 million
Travis Snider (second time of three), $1.2 million
Chris Stewart (second time of three), $1 million
Tony Watson (first time of three), $518,500
Josh Harrison (first time of three), $513,000
Vance Worley (first time of four), $527,500
Jared Hughes (first time of four), ~$510,000

Tough calls
Ike Davis (third time of four), $3.5 million
Gaby Sanchez (third time of three), $2.3 million

Salaries are from 2013 so the players would earn more next season.

Pirates already released two arbitration eligible players, John Axford and Jenmar Gomez.
